Institutional Autonomy and Academic Freedom Under Pressure
We, members of the Friedrich Schiller University Jena and members of the “German Georgian Science Network” (DGW), are deeply concerned about the planned “National Reform Concept for Higher Education,” announced by Prime Minister Irakli Kobakhidze in October 2025. We fear that the reform will threaten academic freedom and institutional autonomy, intellectual independence, pluralism, and critical scholarship. We also fear that the reform will severely restrict student and staff exchange and academic cooperation and thus isolate the Georgian higher education from the international and European integration. We stand in solidarity with our Georgian colleagues, especially those at our partner universities Ilia State University (ISU) and Tbilisi State University (TSU). We will continue our academic partnership and stand together for freedom of research and teaching.

ინსტიტუციური ავტონომია და აკადემიური თავისუფლება ზეწოლის ქვეშაა ჩვენ, ფრიდრიხ შილერის სახელობის იენის უნივერსიტეტისა და „გერმანულ-ქართული სამეცნიერო ქსელის“ (DGW) წევრები, ღრმად შეშფოთებულები ვართ საქართველოს პრემიერ-მინისტრ ირაკლი კობახიძის მიერ 2025 წლის ოქტომბერში გამოცხადებული „უმაღლესი განათლების ეროვნული რეფორმის კონცეფციის“ გამო. ჩვენ ვშიშობთ, რომ რეფორმა საფრთხეს შეუქმნის აკადემიურ თავისუფლებასა და ინსტიტუციურ ავტონომიას, ინტელექტუალურ დამოუკიდებლობას, პლურალიზმსა და კრიტიკულ სამეცნიერო კვლევას. ასევე ვშიშობთ, რომ რეფორმა მკვეთრად შეზღუდავს აკადემიურ თანამშრომლობას, სტუდენტებისა და პერსონალის გაცვლით პროგრამებს, რითაც საქართველოს უმაღლესი განათლება საერთაშორისო და ევროპული ინტეგრაციისგან იზოლაციაში მოექცევა. ჩვენ სოლიდარობას ვუცხადებთ ჩვენს ქართველ კოლეგებს, განსაკუთრებით ჩვენი პარტნიორი უნივერსიტეტების - ილიას სახელმწიფო უნივერსიტეტისა და თბილისის სახელმწიფო უნივერსიტეტის - წარმომადგენლებს. ჩვენ გავაგრძელებთ ჩვენს აკადემიურ პარტნიორობას და ერთად დავდგებით კვლევისა და სწავლების თავისუფლების დასაცავად.

Institutionelle Autonomie und akademische Freiheit unter Druck Wir, Angehörige der Friedrich-Schiller-Universität Jena und Mitglieder des „Deutsch-Georgischen Wissenschaftsnetzwerks“ (DGW), sind zutiefst besorgt über das geplante „Nationale Reformkonzept für die Hochschulbildung“, das Premierminister Irakli Kobakhidze im Oktober 2025 angekündigt hat. Wir befürchten, dass die Reform die akademische Freiheit und institutionelle Autonomie, die intellektuelle Unabhängigkeit, die Meinungsvielfalt und die kritische Wissenschaft gefährden wird. Wir befürchten außerdem, dass die Reform den Austausch von Studierenden und Mitarbeitern sowie die akademische Zusammenarbeit stark einschränken und damit das georgische Hochschulwesen von der internationalen und europäischen Integration isolieren wird. Wir solidarisieren uns mit unseren georgischen Kollegen und Kolleginnen, insbesondere denen unserer Partneruniversitäten Ilia State University (ISU) und Tbilisi State University (TSU). Wir werden unsere akademische Partnerschaft fortsetzen und gemeinsam für die Freiheit von Forschung und Lehre eintreten.

Der Fachbereich Kaukasusstudien bietet allen Studierenden die Möglichkeit, zusätzlich zu ihren Studienfächern das Zertifikat „Georgische Sprach- und Kulturstudien“ zu erwerben. Teilnehmen können sowohl Studierende der Friedrich-Schiller-Universität Jena als auch Studierende anderer Hochschulen. Studierende anderer Hochschulen, die nicht bereits über andere Programme an der Universität Jena immatrikuliert sind, benötigen einen Zweithörerstatus (uni-jena.de/Zweithoerer).
The Department of Caucasus Studies offers all students the opportunity to acquire the certificate "Georgian Language and Cultural Studies" in addition to their subjects of study. Students of the Friedrich Schiller University as well as students of other universities can participate. Students from other universities who are not already enrolled at the University of Jena through other programs need a "Zweithörerstatus" (uni-jena.de/Zweithoerer).
